The only plausible explanation for the delay in reopening business is that even after all these months Victoria’s contact tracing regime is still substandard.

The only plausible explanation, they all said. was that after all these months was that inexplicably, Victoria’s contact tracing regime was still substandard.
Given the people have done everything and more asked of them, for the government not to have gotten its act together and kept its side of the bargain, would be unforgivable.
When the outbreak first occurred, Victoria’s hopelessly flawed contact tracing regime rated, according to federal officials, about three out of 10 – with 10 being the “gold standard” system in NSW which has allowed that state to function quite normally while handling far more cases than Victoria has now.
Last week, as Andrews hinted heavily that he would ease restrictions on Sunday, the same officials gave the Victorian system a rating of eight. It was still too centralised and bureaucratic but, nonetheless, good enough to let society return to normal.
Just before Andrews dropped his bombshell on Sunday, federal Health Minster Greg Hunt did not mince words.
“The only reason they wouldnt open up is if they didnt have confidence in their own contact tracing system,” he said.
Every business group made the same point.
“Victorians have done everything asked of them to reduce infections to an average of less than five new cases per day – meeting the government’s very cautious target for metropolitan Melbourne – only to see the goalposts move once again,” said the Victorian Chamber of Commerce’s Paul Guerra.
The Australian Industry Group’s Innes Willox made the extra point that a government so lacking in confidence in its own testing and tracing regime would be prone, after reopening, to shut things down again.”at the drop of a hat”.
Because, as sure as eggs, there will be ongoing breakouts.
So even when Andrews opens up, what surety will anyone have?
