The GOP on Monday appeared prepared to embrace President Trump’s agenda and include a payroll tax cut in the bill, along with measures that would tie schools’ funding to their willingness to fully reopen.

In the fight against the coronavirus pandemic, Puerto Rico is cracking down on an unusual culprit: Sundays.
As more tourists visit the islands reopened tourism sector and new cases shoot up, the U.S. territory will ban the sale of alcohol and force most businesses to close during the first day of each week, its governor said Monday.
Things have gotten out of control on weekends, Gov. Wanda Vázquez Garced said, according to the Associated Press. Many people are forgetting that we still face an emergency because of the covid-19 pandemic.
As of July 26, only pharmacies, grocery stores, gas stations and restaurants will be allowed to remain open on Sundays, Vázquez Garced said. Churches will be permitted to stay open, too.
A rolling average of new daily infections on the island of 3.2 million people has shot upward since late June, according to data tracked by The Washington Post, with hospitalizations reaching record a high on Monday, too.
Officials have reported more than 12,000 confirmed or probable cases and 180 deaths, and a steady rise in infections has prompted the territorys government to roll back several reopening measures.
Last week, Vázquez Garced ordered bars, gyms, movie theaters and casinos to close once again and said residents and visitors could go to beaches only for exercise. Besides the Sunday business closures, she said, more rollbacks could be announced this week.
Puerto Rico is still struggling to recover from Hurricane Maria in 2017 and repeated earthquakes earlier this year, and many worry that a particularly serious outbreak could overwhelm the island.
But with island residents also reeling from the pandemics economic devastation, some fear a second shutdown could also have serious effects. Miguel Vega, the former president of the islands trade association for hotels, urged the government to allow pools and casinos to remain open, the AP reported.
